GHRM Assessment

Upload a site boundary. NANCY pulls the federal, state and local geospatial records for that ground, scores it with the GHRM composite method, and drafts the assessment report.

Draft for review · 24 Oct 2026

Project definition

Choose the network type and owner, name the project and the client, give the site an ID, and record why the assessment is being done. These details carry through to the cover, transmittal letter and site sheet of the report.

Network and owner

Railroad, subdivision and milepost limits fill automatically after the Step 3 data pull where the centerline and milepost libraries cover the site.

The state DOT and the nearest National Highway System route fill automatically after the Step 3 data pull. Enter mile markers from the DOT's linear referencing.

Site boundary

Upload the assessment polygon, draw it, or enter a latitude and longitude. Lines become a corridor and points become a circle.

Geospatial data

One click queries the federal, state and local records for the boundary: topography, soils, flood, wetlands, rail, terrain history, parcels, and a site hazard screening of nearby assets, borings, wells, landslides and flood history. Everything found goes into the report with its source.

Parcel layer (optional county source)

Statewide parcels are queried automatically for NC, VT, CT and NY. Elsewhere, paste the county's parcel layer (find it through the county GIS link in the local tier). Leave blank to use the statewide layer.

Field verification and operational inputs

The risk score is provisional until someone walks the site. Record the visit, score the conditions you see today, and confirm or correct each item of the desktop study. Field observations govern where they differ from the public data.

A · Site visit

B · Current conditions observed

Score what is on the ground today. Each observation blends with the desktop score of the elements it informs.

C · Desktop study verification

Check each desktop item against what you see. Desktop scores fill in after the Step 3 data pull.

D · Railroad records and imagery review

Traffic, consequence and seismic inputs
Consequence and exposure (risk matrix and benefit–cost)

Kept separate from the hazard score. Passenger, hazmat and detour above also count.

Other ground hazards and rockfall rating

Rockfall rating (rock cuts; USMP / RHRS categories scored 3, 9, 27 or 81): not rated

Risk score

Auto scores are suggestions with their basis shown. Type a value in Override to replace any one. Rc is the weighted composite of the element scores, and stays provisional until the field verification in Step 4 is complete.

Stabilization alternatives and residual risk

Screened by driving hazard from the techniques that apply to the selected network (drainage, earthwork, structural, ground improvement, track substructure on railroads, rock slopes, scour and erosion, monitoring), drawn from the GHRM Manual and FHWA, TRB, SHRP2 and USACE guidance. Select the recommended alternative. Construction costs can be filled from the NANCY cost database (public bid prices adjusted to the site's state in 2026 or 2027 dollars) or entered directly. Rr uses default element reduction factors; methods tagged draft have provisional factors. Confirm by analysis.

Life-cycle settings (benefit–cost)

Event cost (repair + outage) comes from Step 4 → Consequence and exposure. BCR uses the draft annual-probability scale in nancy-risk.js; confirm before programming decisions.
